仁徳天皇の時代に大帝国となった日本は、雄略天皇の時代においても非常に強い国でした。
その前には神功皇后の三韓征伐があり、新羅の王を叩き伏せました。
この時に日本があまりにも強いということで、百済と高句麗（今の北朝鮮あたり）も、一緒になって日本に朝貢することを約束しました。
つまり、朝鮮半島の三国は、日本に対する朝貢国となったということです。
ところが、新羅の国というのは約束を守らない国でした。
朝貢をせずにたまにサボりました。
朝貢しないだけならまだいいのですが、高句麗の使節を襲い始めたのです。
高句麗が日本に朝貢に来る時には新羅を通らないと来れなかったからです。
襲われた高句麗は怒ります。
持っていた宝物を全部奪われるわけですから。
さらに、朝貢には男性だけではなく、若い女性も加わります。
彼女たちが皆、強姦されたり殺されたりしました。
そこで高句麗は挙兵と新羅に攻め入りました。
攻められた新羅の王は、当時あった「任那日本府（みまなにほんふ）」、いわゆる日本政府の出張所に、「悪い奴らに追われています。どうか助けてください」といって逃げ込んで来ました。
目をやると、確かに軍隊が迫ってきています。
真相のほどはさておき、「助けてくれ」と言われれば助けないわけにはいきませんので、彼を匿いました。
高句麗は日本を争うつもりはまったくありませんでした。
新羅が悪いことをやったので攻めてきただけでしたから。
そこで高句麗は兵を引き上げてしまいました。

Japan, which became a great empire during the reign of Emperor Nintoku, was still a very strong nation during the reign of Emperor Yuryaku.
Before that, there was Empress Jingu’s conquest of the Three Hans, in which she defeated the king of Silla.
At that time, Japan was so strong that Baekje and Goguryeo (around today’s North Korea) joined together and promised to pay tribute to Japan.
In other words, the three countries of the Korean peninsula became tributaries to Japan.
However, the Silla Kingdom was a country that did not keep its promises.
They did not pay tribute and occasionally skipped out.
It would have been fine if they only did not pay tribute, but they began to attack Goguryeo’s envoys.
This was because when Goguryeo came to Japan to pay tribute, they had to pass through Silla to get there.
The attacked Goguryeo was furious.
They were angry because they were robbed of all the treasures they had.
Furthermore, the groups that paid tribute were not only men but also women.
All of them were raped or killed.
Therefore, Goguryeo raised an army and attacked Silla.
The king of Silla, who was attacked, told the then “Mimana Nihonfu,” a branch office of the Japanese government, “We are being chased by bad guys. Please help us”.
When They looked over, they saw that the army was indeed closing in on him.
Aside from the truth, there was no reason not to help him if he asked them to help him, so they hid him.
Goguryeo did not intend to fight Japan at all.
They only attacked because Silla had done something wrong.
So Goguryeo withdrew its troops.
